Do the Mayor, Commissioners, or Police Chief have any say with regards to the Hollywood Boulevard Reconstruction Project?

Do the Mayor, Commissioners, or Police chief have any say in the matter? They tell me flat out, "NO." They say that FDOT is running the show. I say that if FDOT wanted to build a highrise in the middle of Hollywood Boulevard, then the City would surely have a say in the matter. So why do our local politicians absolve themselves of any and all responisiblty whatsoever?
